For several regions where the DB had to invest in new rolling stock, different batches of 146 series locomotives from Bombardier were built. 47 of them represent the Traxx 2 platform, delivered to Stuttgart, Ludwigshafen, Freiburg, and Nurnberg in Germany. They generally are being used in combination with refurbished or new double-deck coaches. The order in which the different sub batches have been built is curious: 201-222, 240-247 and finally 223-239. 146 229 was therefore the 100th 146 serie locomotive for the DB (after 146 001-031 and 146 101-132). 146 228 is also a curious machine, as it was taken out of the ongoing production of 185.2 series machines for DB Schenker. Being an experiment, the planned 185 400 was delivered in 2006 to DB Regio, numbered as 146 228! By doing this Bombardier could demonstrate the flexibility of the Traxx 2 platform.
The TRAXX P160 AC2 orders are all part of a framework agreement with Bombardier. In 2011 again 27 units were ordered for Intercity-services (DB Transport) and in 2012 another 'normal' units for DB Regio were acquired.

The German railways (DB) and Bombardier want to close a framework agreement for the delivery of up to 450 new locomotives, to be ordered until 2023. 130 machines will be ordered immediately, 110 locomotives for DB Schenker Rail and twenty aditonal Traxx F160 AC2 locomotives for DB Regio. The order can have a value of €1.5 billion.
The agrement still needs to be approved internally by the DB. There is also still the mandatory period during which other parties involved can ask for extra information about the tendering process and the selection of the winner. Objection is still possible.
Remember that DB still has 79 locomotives of the Traxx family on order/under delivery:

Full press statement of the Deutsche Bahn.
The Deutsch Bahn has ordered another 32 TRAXX P160 AC2 locomotives for regional services. The order volume is 108 million euro. The new locomotives will used to modernize the existing fleet, delivery will commence in 2014.
The order is part of a frame work agreement with Bombardier. The DB has ordered several tranches of locomotives for its passenger services within this agreement. An overview of all TRAXX P160 series locomotives of the DB:

Railcolor: The Deutsche Bahn is careful with its fleet renewal. 32 new locomotives is only a small number. However, the frame agreement is limited of course and also, the DB first needs to have enough confidence in the future to place such an order. It needs to be sure that it will retain/win sufficient service concessions to justify the investment. On the other hand, many regional services with double stock coaches are still hauled by the aging 111 and 143 series locomotives, which do need replacement.

In July 2011, Bombardier performed trials with a Traxx P160 AC2 with a modified bogie design. Locomotive 146 223 from DB Regio was sent to Uelzen depot, where it got modified parts and test equipment from LNVG ME 146-11. Then it was transported to Freiburg on 04.07.2011. From there it ran on the Schwarzwaldbahn, unique for its variation in curvature, steepness and service conditions (e.g. 160 kph sections, sections with many stops etc.). Unit 146 223 is normally part of the fleet of DB Regio in Stuttgart, that got unit no. 146 229 from Freiburg as replacement.
Last friday, 05.08.2011, the 146 223 got its normal configuration back and returned to Stuttgart. 146 229 was sent back to Freiburg. - DSO/YH
